Human resources development has become a substantial factor that contributes positively to the progress of any society. Hence special attention should be paid to the human element as civilizations are evaluated accordingly.

H.H. Sheikh Zayed Bin Sultan Al-Nahyan founder of United Arab Emirates - may God have mercy upon him emphasized this objective through his leadership and had been maintained by his successor H.H. Sheikh Khalifa Bin Zayed Al-Nahyan the president of the state (May God bless him).

Since the establishment of the United Arab Emirates, special attention has been paid to the development of national human resources. All facilities were made available to improve their professional skills and abilities.

As the human element is considered to be the most important component of health services the Ministry of Health was keen to select the qualified and competent medical staff capable of undertaking their duties affectively.

This manual contains the standards and criteria for Health Care Professionals evaluation including Physicians, Pharmacists, Nurses and Technologists. In developing such standards reference was made to other countries’ systems and experiences and the expertise of international academic institutions.

We hope that this publication will be a valuable addition to other MOH documents and serves as a reference to Health Care Professionals.
