About FDON

The Federal Department of Nursing (FDON) was established as per the Ministerial Decree # 354 (1992). The FDON is a strategically placed department within the Ministry of Health (MOH) and accepts the mission, vision, and value statements of the MOH. The Department also takes careful cognizance of the Codes of Conduct, scope of practice and strategic goals as formulated by the MOH, Departments within the MOH, the Department itself and the respective Sections/ Unit(s)/ Office(s) of the Department.
Internationally and regionally the Department advocates for and supports initiatives that benefit quality health care in general and quality nursing and midwifery care in particular. The Department provides structure, guidance and support to the profession of nursing and nurses in the UAE, the MOH, MOH health care facilities, groups and individuals (for example the public, private health care facilities, health care consumers, other health care professionals, interest groups and/or organizations).
To enhance the Department’s ability to focus meaningfully on management practices and core quality responsibilities, the Department agreed on seven distinct Sections to take responsibility for nursing or technically related responsibilities (line function) as listed alphabetically:
1. Administrative and Information Systems (AIS)
2. Continuing Education (CE)
3. Nursing Research & Competency Development (NRCD)
4. Emirati Nurse and New Graduate Development (ENGD)
5. Human Resource Planning and Movement Management (HRPM)
6. Practice Development (PD)
7. Quality Enhancement Initiatives (QEI)
8. Regulation and Registration (RR).

Mission, Vision & Strategic Goals

Mission:

To improve the quality of nursing care to clients and patients in the UAE in a cost effective and efficient manner. Our commitment and our responsibility as part of the healthcare team are to help people to achieve and maintain health in all stages of their lives. We do this by professionalizing and legalizing nursing services, by standardizing, improving and monitoring nursing systems and procedures in hospitals and health centers, and by selecting, training, developing, and retaining adequate and quality human resources. In all activities we will apply sound management practices based on efficiency, cost-effectiveness and consideration of the needs of both nurses and health care recipients.

Vision:

Nursing will be recognized as a profession in its own right, providing quality care and playing a major role in health promotion, disease prevention and patient care. This vision will be achieved by implementing the following strategic goals.

Strategic Goals:

1. Legalize the nursing profession through a nurse practice act
2. Maintain a live register for all nurses practicing in the UAE
3. Develop adequate human resources, qualified, skilled and committed nurses to meet the growing demands for health care services
4. Establish standardized and improved nursing systems and procedures
5. Establish training and continuing education programs to enhance and introduce knowledge to our nurses
6. Apply cost control and efficiency measures
7. Promote cooperation with other disciplines in the health team

Departmental Goals

1. Collaborate for and foster the meaningful positioning of nurses and midwifes within nursing and multi-professional health care related contexts.
2. Accelerate Emirati’s entrance into and the professional development of Emirati nurses and midwives within the profession of nursing and midwifery in the UAE.
3. Strengthen and enhance the regulation of nursing and midwifery within the UAE in line with international, regional and national directions.
4. Strengthen and enhance the regulation of nursing and midwifery within the UAE in line with international, regional and national directions.
5. Coordinate and support the optimization of nursing and midwifery education and professional development opportunities.
6. Enhance best practices in nursing and midwifery care delivery according to agreed international quality standards.
7. Accelerate the provision of and support the sustainment of nursing and midwifery human resources according to agreed indicators.
8. Enhance the Nursing Management Information System and utilize data to guide decision-making
